Online Reporting Form

To begin an investigation, CCSPCA needs people with firsthand knowledge to be the ones reporting the situation. Second and thirdhand reports do not rise to the level of probable cause as far as the 4th Amendment is concerned. The 4th Amendment in part says: “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated…” Animals are property and as such CCSPCA has no right to enter property to view animals or situations that aren’t in plain sight, unless some level of exigency is also involved.

CCSPCA does not handle the following situations:
  • Any complaints outside of Fresno County
  • Loose/Stray dogs
  • Barking dog complaints
  • Abandoned animals
  • Animals locked in cars
  • Illegal tethering when shelter/water/food are present
  • Too many animals

Please contact your local Animal Control agency to find out the reporting procedures for any of the above situations.

Often people call us with false or misleading information in order to get us to respond to what is NOT a legitimate complaint or some other (often non-animal related) neighborhood dispute. Calling in false or misleading situations to get us to respond only prevents our Humane Officers from being able to quickly respond to situations of real animal cruelty, abuse, or neglect.


Examples of animal neglect:

  • Animals with no food & very thin
  • Dogs with no water
  • Dogs outside with no shelter

Examples of animal cruelty/abuse:

  • Beating a dog
  • Throwing a cat

All reports will be recorded within 24 hours except weekends and holidays. All weekend and holiday reports will not be processed until the next business day. Reports will be assigned to a Humane Investigator and, depending on priority, will be handled within 1-3 days.

In order for us to properly handle your report, we may need to verify information or gather additional information. You must be available for contact if we need further information regarding the report. CCSPCA dispatchers may need additional clarification on reports, therefore we need your information so we may contact you. We will not process your report if insufficient information is provided.

If confidentiality is an issue, please note that in the statement field and we will do our best, within the confines of the law, to not disclose your identity without prior notice and consent.
